Utility systems design

Solutions for building installations, utility networks, and infrastructure.

Vezi detaliileÎnchide detaliile

We design installations and utility networks by correlating utility requirements with operating parameters, existing infrastructure capacity, and technical connection conditions. We analyze topographic and geotechnical data, site configuration, estimated consumption, and expansion possibilities. We define functional schemes, connection points, and intervention limits, taking into account the requirements of utility operators and the continuity of supply or discharge during the works.

For water supply networks, we perform hydraulic sizing based on design flow rates and relevant consumption scenarios. We verify diameters, flow velocities, distributed and local head losses, as well as available pressures at characteristic points of the system. We establish the pipeline configuration and the placement of isolation, control, venting, and drainage valves, depending on the network profile and operating conditions. For pumping systems, we correlate equipment characteristics with the required flow rate and total dynamic head, operating regime, and energy efficiency requirements.

For domestic and stormwater sewerage, we determine flow rates in relation to wastewater sources, catchment areas, and discharge conditions. We analyze transport capacity, slopes, velocities, and filling ratios for gravity sections, as well as head losses and pumping regimes for pressurized pipes. We size and place manholes, gullies, and other collection, inspection, and maintenance elements. Where applicable, we integrate pumping stations, retention volumes, and flow-limiting solutions, in correlation with the capacity of the receiving network.

We establish routes, installation elevations, pipe materials, and construction solutions based on hydraulic and mechanical loads, terrain characteristics, groundwater levels, and traffic loads. We develop details for the bedding, backfilling, protections, anchorages, manholes, and associated structures. We correlate the networks with site grading, roads, platforms, and buildings, addressing interferences, crossings, and intersections with existing utilities. We ensure accessibility for interventions and the feasibility of phased execution.

We prepare technical reports, calculation briefs, site plans, longitudinal profiles, assembly diagrams, execution details, and bills of quantities, adapted to the permitting, authorization, and technical design stages. We define requirements regarding materials, execution, inspections, and tests necessary to demonstrate the functionality and tightness of the systems. We provide technical assistance to clarify documentation, resolve field discrepancies, and evaluate proposed changes, ensuring the maintenance of design parameters and operating conditions.

Urban Planning — General Urban Plan (PUG), Zonal Urban Plan (PUZ), and Detailed Urban Plan (PUD)

Urban planning documentation (PUG, PUZ, and PUD), correlated with the infrastructure and site conditions.

Vezi detaliileÎnchide detaliile

We develop and correlate urban planning documentation (General Urban Plan - PUG, Zonal Urban Plan - PUZ, and Detailed Urban Plan - PUD) and fundamental studies based on territorial analysis, development objectives, and site conditions. We integrate topographical and cadastral data, the legal status of the land, approved urban planning documentation, and information regarding existing infrastructure. We analyze the functional structure, characteristics of the built environment, dysfunctions, and land use restrictions, correlating the findings of geotechnical, traffic, utility, and environmental studies relevant to the documentation.

We adapt the content of the proposals to the role of each planning instrument. For the PUG, we substantiate the spatial organization and development directions of the administrative-territorial unit, functional zoning, and major infrastructure. For the PUZ, we develop regulations and urban organization solutions at the level of the study area, addressing the relationships between functions, circulation, and utility infrastructure. Through the PUD, we detail the placement and configuration of constructions at the plot level, in relation to the surroundings and within the limits of the regulations approved by higher-level documentation.

We substantiate the land occupancy and utilization parameters, corresponding to the type of documentation: land occupancy ratio (POT), floor area ratio (CUT), building regime, heights, building alignment, and setbacks from plot boundaries. We verify the compatibility of functions, the configuration of buildable areas, and the relationship of the proposed volumes with built frontages and public spaces. We correlate proposals with sunlight, accessibility, intervention, and servicing requirements, as well as the need for green spaces, parking, and amenities.

We analyze site accessibility and the effects of the proposed development on the traffic network by correlating access points, street connections, pedestrian paths, and flows generated by the new functions. We evaluate utility requirements and the possibilities for connection, expansion, or relocation of networks based on available technical data and conditions communicated by operators. We integrate principles of vertical systematization, rainwater collection, and protection of infrastructure corridors, identifying the works and dependencies that influence the phasing of the investment.

For sites in the vicinity of airports, we correlate urban planning proposals with aeronautical servitudes, Obstacle Limitation Surfaces (OLS), Obstacle Free Zone (OFZ) requirements, and relevant CNS/MET protection zones. We reference terrain elevations and building heights to the same altimetric reference system, including above-ground equipment and, where applicable, temporary structures. We determine the restrictions resulting from the analyzed surfaces and translate them into placement and vertical development conditions. Depending on the objective, we also analyze the necessity of assessing light reflections, exterior lighting, or interference with aeronautical systems.

We prepare planning memoranda, territorial balance sheets, regulatory plans, representations of utility infrastructure, and local urban planning regulations for PUGs and PUZs. We verify the consistency between written and drawn components, proposed indicators, and the conditions resulting from specialized studies and permits. We support the preparation of documentation for consultation, permitting, and approval, the formulation of responses to observations, and the integration of conditions into the final version, highlighting the measures necessary for implementation.

AACR approval and aeronautical studies

AACR documentation, height restrictions, and shadowing studies for construction and development.

Vezi detaliileÎnchide detaliile

We prepare technical documentation and supporting analyses for obtaining the AACR permit for investments by correlating the site characteristics with the building configuration, proposed heights, and aeronautical infrastructure protection requirements. We analyze site plans, topographical documentation, memorandums, and characteristic cross-sections, identifying the elements that determine the maximum gauge of the project. We include in our analysis equipment placed on structures, antennas, lightning rods, and other above-ground elements, as well as, where applicable, cranes and temporary installations used during construction.

We verify the consistency between planimetric coordinates, terrain elevations, and top elevations using geodetic data compiled by authorized specialists. We correlate geographical coordinates in the WGS-84 system with the representations in the design and verify the compatibility of the altimetric reference systems used. We analyze the characteristic points of the contour and the height variations of the construction so that the geometric evaluation reflects the entire proposed volume. We document the source of the data, the transformations performed, and any discrepancies that require clarification.

We perform the geometric analysis of the site in relation to aeronautical servitude areas and the Obstacle Limitation Surfaces (OLS) relevant to the airfield's configuration and operating conditions. We determine the elevations of the surfaces at the analyzed points, the differences relative to the object's elevations, and any potential penetrations, identifying the elements that constrain height development. We treat the requirements of the Obstacle Free Zone (OFZ) separately and highlight the limitations resulting from each analysis. We use these results for the preliminary substantiation of placement and configuration variants, for evaluation by the competent authority.

For situations where the applicable criteria allow for the analysis of the shielding principle, we study the spatial relationship between existing obstacles and the proposed projects. We compare positions, elevations, distances, and geometric configurations and delineate the domain in which the shielding hypothesis can be technically supported. We document the characteristics of the reference obstacle, the targeted surfaces, the assumptions, and the limits of the analysis, including the need to verify the existence and long-term stability of the elements upon which the justification is based.

We analyze the positioning of the investment in relation to critical, sensitive, and protection zones applicable to communication, navigation, surveillance, and meteorological (CNS/MET) equipment. We prepare the data and representations necessary to examine possible obstructions, reflections, or changes in propagation conditions, taking into account the geometry, orientation, and constructive characteristics of the projects. For the study of radio-magnetic shielding, we develop documentation and supporting analyses that highlight the relationship between equipment, existing obstacles, and the proposed structures. These materials support the expert evaluation conducted by the AACR and, where applicable, ROMATSA.

We present the results through site location plans, inventories of coordinates and elevations, representations of the analyzed surfaces, sections, and comparative tables, accompanied by technical justifications and an indication of limitations. We support the beneficiary and the designers in adjusting the investment configuration, organizing the approval file, and resolving requests for clarification. We correlate documentation revisions and track the implementation of the permit conditions into the project, including requirements regarding heights, equipment, temporary works, and any marking or lighting measures.

Obstacle studies and aeronautical data

Obstacle limitation studies, aeronautical easements, and development of the airport data catalog.

Vezi detaliileÎnchide detaliile

We conduct obstacle surveys and analyses of aeronautical easement areas based on the inventory of objects and the geospatial processing of data regarding the airfield site and infrastructure. We identify relevant structures, installations, equipment, vegetation, and temporary obstacles, including cranes and construction machinery. For each object, we organize information regarding its position, outline, dimensions, ground elevation, and maximum elevation, highlighting elements that may affect the protection of aeronautical surfaces.

We use geodetic measurements performed by authorized specialists and verify their consistency with available plans, terrain models, and records. We correlate planimetric and geographic coordinates with the reference systems used and verify the compatibility of altimetric data to avoid comparing elevations referenced to different datums. We document the source, date of determination, and available accuracy of the information, identifying objects for which additional measurements or data updates are required.

We model the Obstacle Limitation Surfaces (OLS) relevant to the aerodrome configuration, threshold positions, characteristic elevations, and the types of operations analyzed. We calculate surface elevations at the characteristic points of each object and determine the vertical clearance relative to peak elevations. We verify points and contour sections that may generate the most restrictive situations, highlighting the intersected surface, the penetration value, and its extent. We treat the requirements of the Obstacle Free Zone (OFZ) separately and record the assumptions, criteria, and limits of each verification.

We analyze the spatial distribution of obstacles and their relationship with the aerodrome infrastructure and operating conditions. For temporary or mobile objects, we examine maximum working heights, potential positions, and the range of movement, based on available information. We identify situations that require further aeronautical assessments and correlation with the protection of flight procedures or CNS/MET equipment. The geometric results are presented with a clear indication of the analyzed domain to support specialized assessments and the decisions of competent authorities.

We prepare obstacle inventories, georeferenced charts, sections, three-dimensional representations, and comparative tables with coordinates, elevations, and values of any exceedances. We propose monitoring priorities and measures for managing the identified situations, such as periodic checks, record updates, or the analysis of possibilities to reduce, remove, mark, or light obstacles. We support the airport operator in establishing responsibilities and monitoring changes caused by construction work, real estate development, or vegetation growth, maintaining the traceability of data and adopted measures.

Aircraft compatibility

Assessments for aircraft exceeding aerodrome design parameters.

Vezi detaliileÎnchide detaliile

We evaluate the compatibility of aircraft with the aerodrome's infrastructure and operating conditions when their characteristics exceed the parameters considered during design or their certified characteristics. The analysis is customized for the specific aircraft type and variant, operating weights, estimated frequency of movements, and the configuration of the infrastructure used. We correlate data from the manufacturer's documentation with aerodrome measurements, plans, and records, identifying geometric, structural, and operational requirements that necessitate further verification.

We conduct analyses of taxi routes and swept paths during turns, U-turns, pushback, and towing maneuvers. We correlate wingspan, fuselage length, wheelbase, distance between the outer edges of the main landing gear wheels, and steering system characteristics with the geometry of taxiways, fillets, and aprons. We verify wheel paths, clearances from pavement edges, and available distances from buildings, equipment, and adjacent aircraft. We identify restrictive points and conditions for executing maneuvers, including the need for pavement widenings, repositioning, or alternative routes.

We evaluate pavement load requirements based on aircraft weight, landing gear configuration, load distribution on wheels, and tire pressure. We correlate these loads with the evaluated bearing capacity, composition and condition of the structure, subgrade characteristics, and cumulative traffic. We analyze each section of the route, including turning and parking areas, where load conditions may differ. For overload situations, we justify the need for detailed structural assessments, weight or frequency limitations, and measures for monitoring deterioration.

We analyze the influence of the aircraft's size on holding positions, the Obstacle Free Zone (OFZ), and the protection of radionavigation equipment. We examine the effects of engine blast, intake zones, and the risk of foreign object debris (FOD) ingestion in relation to shoulders, equipment, and adjacent activities. We correlate the configuration of parking stands with access for ground handling equipment, refueling, boarding, de-icing, and vehicle traffic. We verify the implications for the level of protection for rescue and firefighting and the capabilities for removing an immobilized aircraft.

We substantiate the proposed conditions by identifying hazards, analyzing incident scenarios, and evaluating initial and residual risks. We establish measures adapted to restrictive points: dedicated routes, limitation of simultaneous maneuvers, protection of adjacent positions, weight or speed restrictions, towing, and additional ground assistance. We define responsibilities, application conditions, communication between the involved entities, and criteria for suspending the operation. We evaluate the effectiveness of the measures and the need for infrastructure interventions for repetitive use of the aerodrome by the analyzed aircraft.

We present the results through compatibility plans, maneuver simulations, clearance tables, bearing capacity analyses, and risk assessments, accompanied by proposed procedures. We support coordination between the airport operator, aircraft operator, air traffic services, and ground handling providers, as well as the preparation of documentation for applicable approvals. We document the limitations of the assessment and the conditions that require its re-evaluation, and we support the integration of approved measures into the aerodrome manual, operational procedures, and relevant aeronautical information.

We develop compliance matrices and identify necessary changes to the aerodrome manual, procedures, and operational records to support the approval request prior to implementation.

For ELOS, we analyze the safety objective of each targeted certification specification and its relationship with other relevant requirements. We compare the proposed solution with the reference configuration, using calculations, geometric analyses, simulations, verification results, and operational data, as applicable. We substantiate compensatory technical and procedural measures, aiming to demonstrate a safety level at least equivalent to that associated with the respective specifications. We specify assumptions, scope of validity, and limitations of the demonstration.

For Special Conditions, we document situations where existing certification specifications are inadequate or inappropriate due to physical or topographical site constraints, new or unusual design characteristics, or findings from operational experience. We prepare justifications and technical proposals that support the assessment of the need for special conditions, including any associated limitations and procedures, for their establishment by the competent authority.

We structure safety assessments by defining scenarios for normal operation, degraded functioning, and contingency situations. We identify hazards, causes, and potential consequences, evaluate the probability and severity of events, and document initial and residual risks. We analyze the interactions between infrastructure, equipment, personnel, and involved organizations, as well as the effectiveness of control measures. We propose responsibilities, implementation conditions, monitoring indicators, and criteria for re-evaluating the solution.

We organize the files by correlating requirements with technical arguments and supporting evidence: technical memoranda, drawings, calculations, verification reports, and risk assessments. We support the beneficiary with clarifications requested by the authority and in integrating approved or accepted solutions into the aerodrome manual, operational procedures, and the safety management system. The approval of AltMoC, the acceptance of ELOS demonstrations, and the establishment of Special Conditions remain the responsibility of the competent authority, in accordance with the applicable framework.
