Preparation of Zonal Urban Plan (PUZ), Detailed Urban Plan (PUD) and General Urban Plan (PUG)

We provide PUZ, PUD, and PUG development services for sites in Romania, including Oradea and Bihor, correlating the building regime with circulation and utility infrastructure.

Technical Guide: Urban Planning — PUG, PUZ, and PUD — regulations, input data, and documentation.

PUG, PUZ, and PUD: what to check before preparing urban planning documentation: practical article for project preparation.

Territorial and site analysis

We prepare and correlate urban planning documentation (PUG, PUZ, and PUD) and supporting studies based on territorial analysis, development objectives, and site conditions. We integrate topographical and cadastral data, the legal status of the land, approved urban planning documentation, and information regarding existing infrastructure. We analyze the functional structure, characteristics of the built environment, malfunctions, and land use restrictions, correlating the findings of relevant geotechnical, traffic, utility, and environmental studies for the documentation.

Preparation of PUG, PUZ, and PUD documentation

We adapt the content of our proposals to the role of each planning instrument. For the PUG (General Urban Plan), we provide the basis for spatial organization and development directions of the administrative-territorial unit, functional zoning, and major infrastructure. For the PUZ (Zonal Urban Plan), we develop regulations and urban organization solutions at the studied area level, addressing relationships between functions, circulation, and utility equipment. Through the PUD (Detailed Urban Plan), we detail the placement and conformation of constructions at the plot level, in relation to neighbors and within the limits of regulations approved by higher-level documentation.

Urban planning parameters and building regime

We establish the land occupancy and utilization parameters according to the type of documentation: POT (Land Occupancy Percentage), CUT (Land Utilization Coefficient), building regime, heights, alignment of buildings, and setbacks from plot limits. We verify the compatibility of functions, the configuration of buildable areas, and the relationship of the proposed volumes with building fronts and public spaces. We correlate proposals with requirements for sunlight, accessibility, emergency intervention and servicing, as well as the need for green spaces, parking, and amenities.

Circulation and utility equipment

We analyze the accessibility of the site and the effects of the proposed development on the circulation network by correlating access points, street connections, pedestrian paths, and flows generated by the new functions. We evaluate the utility requirements and the possibilities for connection, extension, or relocation of networks, based on available technical data and conditions communicated by operators. We integrate the principles of vertical systematization, rainwater collection, and protection of infrastructure corridors, identifying the works and dependencies that condition the phasing of the investment.

Urban planning in the vicinity of airports

For sites in the vicinity of airports, we correlate urban planning proposals with aeronautical easements, OLS surfaces, OFZ requirements, and relevant CNS/MET protection zones. We report terrain elevations and building heights to the same altimetric reference system, including above-ground equipment and, where applicable, temporary structures. We determine the restrictions resulting from the analyzed surfaces and translate them into conditions for placement and height development. Depending on the objective, we also analyze the need for an assessment of light reflections, exterior lighting, or interference with aeronautical systems.

Plans, regulations, and permitting

We draft supporting reports, land balances, regulatory plans, representations of utility equipment, and local urban planning regulations for PUGs and PUZs. We verify the consistency between written and drawn components, proposed indicators, and conditions resulting from specialized studies and permits. We support the preparation of documentation for consultation, review, and approval, the formulation of responses to observations, and the integration of conditions into the final form, highlighting the measures necessary for implementation.

Data required for an offer

  • The site, cadastral limits, and land area.
  • Proposed functions and development.
  • Urban planning certificate and existing regulations.
  • Studies and permits already available.

Frequently asked question

Can plots near an airport be analyzed?

Yes. Urban planning proposals are correlated with aeronautical easements and relevant restrictions of navigation infrastructure and airport operations.
