AACR Approval: technical documentation and aeronautical studies
We prepare technical documentation for obtaining an AACR permit, height analyses, and shadowing studies for construction and development projects in Romania, including Oradea and Bihor County.

AACR permit for construction: the investment and analyzed gauge
We develop technical documentation and support analyses for the AACR permitting of investments by correlating site characteristics with construction configuration, proposed heights, and aeronautical infrastructure protection conditions. We analyze site plans, topographic documentation, memorandums, and characteristic sections, identifying elements that determine the maximum gauge of the objective. We include in our analysis equipment placed on buildings, antennas, lightning rods, and other above-ground elements, as well as, where applicable, cranes and temporary installations used during construction.
Verified coordinates and elevations
We verify the consistency between planimetric coordinates, ground levels, and top levels using geodetic data prepared by authorized specialists. We correlate geographical coordinates in the WGS-84 system with the project representations and verify the compatibility of the altimetric reference systems used. We analyze the characteristic points of the contour and the height variations of the construction so that the geometric evaluation reflects the entire proposed volume. We document the data source, the transformations performed, and any inconsistencies that require clarification.
Aeronautical servitudes, OLS, and OFZ
We perform a geometric analysis of the site in relation to aeronautical servitude zones and Obstacle Limitation Surfaces (OLS) relevant to the airfield's configuration and operating conditions. We determine the surface elevations at the analyzed points, the differences from the objective's elevations, and any potential penetrations, identifying elements that condition development in height. We treat the Obstacle Free Zone (OFZ) requirements separately and highlight the limitations resulting from each analysis. We use these results to provide a preliminary foundation for placement and configuration variants for evaluation by the competent authority.
Shadowing principle studies
For situations where applicable criteria allow for the analysis of the shadowing principle, we study the spatial relationship between existing obstacles and the proposed objectives. We compare positions, elevations, distances, and geometric configurations and delineate the domain in which the shadowing hypothesis can be technically supported. We document the characteristics of the reference obstacle, the targeted surfaces, the hypotheses, and the analysis limits, including the need to verify the existence and long-term stability of the elements upon which the justification is based.
Protection of CNS/MET equipment
We analyze the positioning of the investment in relation to critical, sensitive, and protection zones applicable to communications, navigation, surveillance, and meteorology (CNS/MET) equipment. We prepare the data and representations necessary for examining possible obstructions, reflections, or changes in propagation conditions, taking into account the geometry, orientation, and constructive characteristics of the objectives. To study radio-magnetic shadowing, we develop documentation and support analyses that highlight the relationship between equipment, existing obstacles, and proposed constructions. These materials support the specialized evaluation performed by the AACR and, where applicable, ROMATSA.
Documentation for AACR permit and clarifications
We present the results through location plans, inventories of coordinates and elevations, representations of analyzed surfaces, sections, and comparative tables, accompanied by technical justifications and an indication of limitations. We support the beneficiary and designers in adjusting the investment configuration, organizing the permit file, and resolving requests for clarifications. We correlate documentation revisions and track the implementation of permit conditions into the project, including requirements regarding heights, equipment, temporary works, and any marking or lighting measures.
Data required for a quote
- Site plan with the objective's coordinates.
- Ground levels and maximum heights, including equipment.
- Data on cranes and other temporary obstacles.
- Urban planning certificate and requests received from the authority.
Frequently asked question
Are the cranes used during construction also analyzed?
Yes, when they are relevant to the investment. The location, gauge, and maximum elevations of temporary obstacles must be included in the data submitted for analysis.
