AACR opinion: which documents to prepare before submission

Written by · Published on

For the AACR approval, you must prepare the documents related to the investment phase, geodetic measurements, plans, and the technical memorandum describing the same configuration of the object. A height expressed without the ground elevation and the reference system does not allow for a complete evaluation.

What documents are included in the approval file?

The list is determined by the type of application: urban planning documentation, a new investment, and a modification of an already approved object are not identical situations. For the "Simple Approval: FS, DALI, DTAC, DTAD, DTOE, PT" category, the official AACR form requires a valid urbanism certificate, documentation with WGS 84 measurements prepared by specialists authorized in the field of geodesy, site plans, dimensioned parts showing the maximum height relative to the natural ground, and the technical memorandum.

Prepare a site location plan and a detailed plan of the object's position on the plot. Sections, profiles, or facades must allow for the identification of the highest elements. Also, verify the consistency of the beneficiary in the application with the supporting documents, including the situation where it differs from the holder of the urbanism certificate.

The structure of the documentation is correlated with AACR DG Decision no. D306/06.26.2020 and applicable annexes, as subsequently amended. When preparing the file, check the requirements published by the AACR for the specific category, without automatically reusing the list from a previous project.

How is the maximum height of the object verified?

Separate three quantities: the natural ground elevation, the height of the object above the specified benchmark, and the absolute elevation of the highest point. For each characteristic point, the peak value must be recoverable from the project data. On a sloping terrain, a single average elevation can hide the determining point.

Include parapets, roof installations, antennas, and lightning rods. For cranes or other temporary equipment, specify the positions, maximum gauge, range of motion, and estimated period of use. The gauge of the final construction does not automatically describe the execution stage.

The coordinate inventory must identify the planimetric system, the altimetric benchmark, units, and the source of the measurements. WGS 84 does not eliminate the need to specify the altimetric reference. Any transformation between the systems used in topography and in the project must be documented, and points must receive the same codes in the table and on the plans.

Why is OLS analysis not sufficient for ILS?

Geometric inclusion in Obstacle Limitation Surfaces (OLS) and the protection of Communications, Navigation, and Surveillance (CNS) means are distinct verifications. A construction may comply with a geometric limitation and still require an analysis of the effect on ILS signal propagation.

Start from RACR-AVZ and RACR-ZSAC, in their applicable forms. The position, geometry, orientation, and materials of the object can count in the radioelectric evaluation. A taller neighboring building does not, by itself, demonstrate electromagnetic shadowing. This should not be confused with the shadowing principle used in obstacle evaluation.

If additional studies are necessary, their object, equipment data, accepted methodology, and analysis limits must be specified. For DANA methodologies, check the applicable version with the authority; do not infer numerical criteria from unavailable internal documents. The approval and its conditions are established by the AACR.

What do you check before submission or changing the project?

Check the name of the investment, the plot, coordinates, number of buildings, elevations, and revisions of all parts. Compile a list of documents and a table of characteristic points. When a plan is modified, also verify the memorandum, the elevation inventory, and the studies that used that geometry.

MTI Order no. 778/2026 provides an exception for certain exclusively interior modifications of previously approved constructions, provided they do not change the location, heights, volumetry, built area, facades, exterior elements, or other data relevant to the initial evaluation. The exception cannot be automatically extended to an addition of height or new equipment on the roof.

What do you send to the Sky Meridian team for a quote?

Send the locality and site location, the available urbanism certificate, the required phase, the site plan, proposed heights, and any AACR approvals or observations. Specify if there are geodetic measurements and if the investment includes temporary obstacles. These data allow the delimitation of the basic documentation from additional studies.

Sky Meridian prepares documentation and support analyses for investments in Bihor and throughout Romania. Requirements are established for the specific site and the regulatory framework applicable at the time of submission.
