The object of the technical demonstration
We develop technical documentation to substantiate alternative means of compliance (AltMoC), demonstrate an equivalent level of safety (ELOS), and support proposals for special conditions. We analyze the applicable requirements, the airfield certification basis, and the infrastructure's particularities, defining the object of the assessment, the technical configuration, and the operational conditions for which the solution is proposed.
Alternative Means of Compliance — AltMoC
For AltMoC, we identify the targeted regulatory requirements and the acceptable means of compliance (AMC) for which an alternative is proposed. We describe the solution, the implementation methodology, and the verification mechanisms, substantiating the demonstration of compliance with applicable requirements through technical analyses and safety assessments. We develop compliance matrices and identify the necessary changes in the airfield manual, procedures, and operational records to support the approval request prior to implementation.
Equivalent Level of Safety — ELOS
For ELOS, we analyze the safety objective of each targeted certification specification and its relationship with other relevant requirements. We compare the proposed solution with the reference configuration using, as appropriate, calculations, geometric analyses, simulations, verification results, and operational data. We substantiate compensatory technical and procedural measures, aiming to demonstrate a level of safety at least equivalent to that associated with the respective specifications. We specify the assumptions, the scope of validity, and the limitations of the demonstration.
Special Conditions
For Special Conditions, we document situations where existing certification specifications are inadequate or inappropriate due to physical or topographical constraints of the site, new or unusual design characteristics, or findings resulting from operational experience. We prepare the justifications and technical proposals that support the assessment of the need for special conditions, including any associated limitations and procedures, with a view to their establishment by the competent authority.
Safety assessments
We structure safety assessments by defining normal operation, degraded operation, and contingency scenarios. We identify hazards, causes, and possible consequences, evaluate the probability and severity of events, and document initial and residual risks. We analyze the interactions between infrastructure, equipment, personnel, and involved organizations, as well as the effectiveness of control measures. We propose responsibilities, implementation conditions, monitoring indicators, and criteria for re-evaluating the solution.
Justification files and clarifications
We organize files by correlating requirements with technical arguments and supporting evidence: technical memos, plans, calculations, verification reports, and risk assessments. We support the beneficiary in the clarifications requested by the authority and in integrating the approved or accepted solutions into the airfield manual, operational procedures, and safety management system. The approval of AltMoC, the acceptance of ELOS demonstrations, and the establishment of special conditions are the responsibility of the competent authority, according to the applicable framework.
