Investment preparation: from necessity to conceptual note and design brief

Written by · Published on

Preparing an investment must explain what problem is being solved, for whom, and under what conditions. A list of works or a budget-available value does not replace the justification of capacity, site selection, and intended results.

How is the necessity documented?

Describe the existing situation using data: capacity, demand, malfunctions, operating costs, and restrictions. Specify the source, period, and limitations of the data. Distinguish between the current problem and anticipated development to avoid sizing the investment based solely on an isolated peak.

Formulate measurable results: available capacity, a level of continuity, or a function that must be ensured. Record assumptions regarding demand evolution and the conditions under which these must be re-evaluated.

What is the role of the conceptual note and the design brief?

For investments financed fully or partially from public funds in its field, GD no. 907/2016 regulates the stages and framework content of the documentation. The conceptual note and the design brief must be correlated with the object and stage of the investment.

As a working tool, the note explains the necessity and opportunity; the design brief transforms objectives into design requirements. Requirements should specify functions, capacities, conditions of use, and deliverables, while leaving room for the analysis of justified solutions.

What constraints should be verified before contracting?

Identify land plots, legal rights, zoning regulations, utilities, and access conditions. Verify available studies and which investigations need to be updated. For infrastructure in operation, document acceptable disruption periods and temporary configurations.

Organize interfaces with administrators and neighboring investments. A station, access point, or power supply upon which the project depends must have a designated manager and a timeline. Otherwise, the technical solution may be feasible but impossible to commission on time.

How do you compare alternatives?

Define scenarios based on the same objectives and baseline data. Compare the investment, operating costs, maintenance, availability, duration, and risks. Include the conditions under which an alternative becomes advantageous or unviable.

Establish what is executed initially and what can be phased, without disproportionate temporary works. For airports, correlate capacities with the reference aircraft, operations, and safety requirements, not just the annual number of passengers.

How do you prepare the package for the designer?

The terms of reference must show what studies are included, who provides the data, what approvals are to be prepared, and how deliverables are accepted. Specify phases, specialties, checks, and responsibilities, with a schedule that includes real dependencies.

For bidding, communicate the problem, the site, the funding source, the status of permits, and the indicative budget if established. Sky Meridian can organize the justification and requirements for investments in Bihor and across Romania, based on available information.
