AIP Amendment: how to prepare the data and the AIRAC cycle

Written by · Published on

The AIP update begins before the work is completed. The operator must identify the affected information, technical evidence, and the moment the configuration will be available. The construction completion date and the effective date of the aeronautical information must be correlated.

What information is affected by a change?

Build an inventory that links every change to the affected AIP sections, charts, and local documents. A new taxiway may change names, dimensions, load-bearing capacities, routes, holding positions, and local instructions. For a runway, verify the thresholds and declared distances separately.

Prepare a table with the published value, the proposed value, the unit, the source, and the reason for the change. Include the elements that need to be withdrawn. Eliminating a restriction also requires a documented technical and operational basis.

How do you demonstrate data quality?

Use measurements, as-built drawings, verification reports, and identifiable operational decisions. For coordinates and elevations, specify the reference systems and transformations. Verify the accuracy, resolution, and traceability required for the element, avoiding the addition of decimals without measurement support.

A useful check compares three sources: the situation on the ground, the supporting document, and the publication proposal. Differences must be resolved before submission. The submitted file receives a revision identifier and a person responsible for clarifications.

How is the AIRAC cycle planned?

AIP Romania, GEN 3.1 describes the information products and the AIRAC system. The project calendar must be established in conjunction with AIS/AIM, taking into account the category of the change and the deadline for submitting complete data.

Distinguish between the internal validation deadline, the submission deadline, the publication, and the effective date. An AIRAC date is not a universal submission deadline. For a temporary stage or an urgent change, the appropriate information product is determined with the responsible service.

What should you verify in the proposed texts and charts?

Use the same identifiers for the runway, taxiway, and position in tables, drawings, markings, and the manual. Check scales, symbols, north orientation, coordinates, units, and the correspondence between language versions. Declared distances must be verified for each operational direction and configuration.

For the targeted aerodromes, the data requirements from Regulation (EU) No 139/2014, Part-ADR.OPS.A must be correlated with responsibilities and provision arrangements. The consultant prepares and verifies the package; official publication belongs to the AIS/AIM service.

What does the submission package contain?

Include the proposals tracked by revision, the table of changes, supporting documents, graphic files, and necessary confirmations. After publication, compare the effective information with the validated package and record any differences for correction.

For bidding, provide the airport, the changes, the available documentation, and the target operational date. Specify whether measurements, redrawing of charts, verification of declared distances, or only the correlation of an already validated data set are required.
