Public procurement: how to correlate the technical proposal, resources, and price

Written by · Published on

A coherent proposal must demonstrate that the methodology, personnel, schedule, and price describe the same scope of work. Copying requirements from the specifications without explaining how they will be implemented leaves ambiguities regarding activities, responsibilities, and costs.

How does document analysis begin?

Inventory the procurement documentation, forms, contract draft, studies, and published clarifications. Establish a common version for the team. Build the requirements matrix containing the source document, proposed response, proof, and the person responsible.

Distinguish between qualification requirements, the content of the technical proposal, evaluation factors, and execution obligations. A document used for one category should not be assumed sufficient for all others.

How is the technical methodology drafted?

Describe the stages, input data, methods, and checks, then the deliverables and acceptance criteria. For design, show how studies, specialties, approvals, and verification are coordinated. For technical assistance, specify the intervention method and the documents produced.

The methodology must be adapted to the object: crossings, traffic works, infrastructure in operation, and utility interfaces have different consequences. Do not present as available studies or resources that still need to be obtained.

How do you correlate the team with the schedule?

Associate activities with specialists, required time, and responsibilities. Check availability during overlapping periods. In an association or subcontracting agreement, describe services and interfaces so that deliverables do not remain without a responsible party.

The schedule includes dependencies and deadlines imposed by the documentation. Separate drafting time from verification, approval, and observation integration. Assumptions regarding data provided by the contracting authority must be treated within the limits permitted by the procedure's requirements.

How do you verify the financial proposal?

Build the cost based on packages that correspond to the methodology: studies, design, experts, verification, travel, approvals, and assistance, depending on the object. Avoid omissions at interfaces and the double-counting of the same deliverable. Check units, formulas, and the consistency of totals across forms.

Law no. 98/2016 and Law no. 99/2016 represent distinct frameworks for public and sectoral procurement. The classification, applicable form, and procedure rules must be checked before setting requirements. Do not assume thresholds or deadlines from old examples.

What do you check before submission?

Perform a cross-check between the matrix, methodology, schedule, team, and price. Verify the integration of clarifications, signatures, and required formats. Unresolved questions must be identified in time to use the procedure's clarification mechanism.

For bidding, provide the complete procurement package, the deadline, the firm's role, and the proposed resources. Sky Meridian can support technical and financial preparation for procedures in Bihor and across Romania. If the mandate concerns the contracting authority, the scope and conflicts of interest are delimited separately.
