An airport procedure must allow the user to identify when to intervene, what to do, who to communicate with, and what to record. The quality of the document is verified by applying it in a real scenario, not just by the existence of a table of contents.
How do you identify the documents that need to be reviewed?
Start from the process and the current operational configuration. Inventory the manual, procedures, instructions, forms, and agreements between organizations. For each document, note the owner, revision, approval, and where it is used.
Build a matrix of requirements and the documents that cover them. Identify gaps and contradictions: the same operation may have two different rules in documents drafted at different times.
What should a work instruction contain?
Define the purpose, scope, triggering condition, responsibilities, and resources. Describe the sequence of actions, operating limits, confirmation points, and stopping conditions. Avoid general verbs like "ensure" without a responsible person and a verification criterion.
For example, for an inspection, indicate who triggers it, what area is checked, how access is coordinated, how the observation is classified, and who decides on restriction or reopening. The form must preserve the evidence of this sequence.
How do you handle degraded operations?
Include equipment unavailability, loss of communication, weather conditions, and insufficient personnel for the planned scenario. Establish who evaluates the situation, what restrictions apply, and how affected organizations are informed.
Returning to normal has its own checks and responsibilities. The fact that a failure has disappeared does not automatically prove that the system is fit for operation. For each transition, the proof, confirmation, and recording must be specified.
How does it correlate with the manual and approvals?
ADR.OR.E.005 of Regulation (EU) No 139/2014 concerns the aerodrome manual, and Part-ADR.OPS requirements are selected for the activity in question. The revision also correlates with the change process in ADR.OR.B.040.
Distinguish between editorial verification, internal approval, and the approval or notification required by the authority. Not every text correction has the same regime as changing an operational condition. The implemented version must be identified without ambiguity.
How do you validate the procedure and prepare the offer?
Organize a walkthrough with users, followed by an exercise or field verification, depending on the activity. Note unclear steps, unavailable information, and conflicts between responsibilities. Integrate observations before controlled distribution and training.
For quoting, transmit the list of procedures, the current manual, the airport configuration, and the intended change. Specify whether the service includes only drafting or also forms, training, exercises, and support for authority clarifications.
