Airport consulting: from operational diagnosis to a verifiable action plan

Written by · Published on

A useful airport diagnosis starts from a measurable problem: equipment unavailability, apron congestion, or a recurring malfunction. The analysis must link the cause to the proposed intervention and the outcome to be tracked.

How is the analysis objective formulated?

Describe the process, location, interval, and observed consequence. For turnaround delays, separate waiting time from actual work time and note the conditions under which they occur. A traffic peak may have different causes and solutions than a problem present across all shifts.

Establish the scope of the mandate: infrastructure, organization, procedures, maintenance, or vendor coordination. Agree from the start on which decisions the report can support and who validates the data.

What evidence must be analyzed?

Prepare traffic profiles, stage times, stand allocation, equipment availability, and staff scheduling. Supplement this with maintenance logs, performed maintenance, incidents, and relevant complaints. Maintain a common definition for each indicator.

Field observation verifies whether records describe real-world activity. The sample should cover representative situations: peak and off-peak traffic, different weather conditions, and operations with distinct configurations.

How do you separate causes from symptoms?

Break down the process into activities and handovers of responsibility. For each bottleneck, check the unavailable resource, missing information, and the condition hindering the next stage. An equipment purchase may not resolve a delay caused by planning or communication issues.

Compare scenarios using the same traffic assumptions and safety limits. For maintenance, analyzing defect recurrence and restoration time can highlight the need for spare parts, procedures, or additional training.

How are aeronautical requirements integrated?

For operators under Regulation (EU) No 139/2014, the analysis is correlated with the aerodrome manual, certified conditions, and Part-ADR.OR/OPS requirements. Proposed changes are also evaluated through the change management process.

A reduction in turnaround time is unacceptable if it eliminates checks or creates conflicts between aircraft, vehicles, and personnel. Document interfaces with ATS, CNS, airlines, handling, and maintenance, depending on the measure.

What does a trackable plan look like?

Each action includes the addressed problem, the person responsible, the deadline, resources, evidence of completion, and the effectiveness indicator. Separate immediate measures from structural changes. Establish a baseline value and a comparable period for evaluating the result.

For a proposal, provide the objective, the targeted process, the airport, available data, and the timeline. The service can target a single interface or a more comprehensive diagnosis, with recommendations tailored to airports in Bihor and across Romania.
