Preparing for certification is not limited to drafting the aerodrome manual. The physical configuration, organization, procedures, and operating evidence must describe the same system. The file allows the authority to follow the demonstration for each applicable requirement.
What must be clarified before the assessment?
Determine if this concerns an initial certification, a change, or the remediation of findings. Identify the operator, location, infrastructure, types of operations, and included services. For an existing aerodrome, gather the certificate, annexes, and relevant correspondence.
The scope of Regulation (EU) No 139/2014 must be verified before choosing the procedure; not all aerodromes are automatically treated under the same framework. The initial analysis must specify the applicable regime.
How is the compliance matrix built?
ADR.AR.C.020 concerns the certification basis established and notified by the competent authority. In the matrix, note the reference, revision, applicability, method of demonstration, and supporting document. Separate organizational and operational requirements from design specifications.
Each row has an owner and a status supported by evidence. "Compliant" without an identifiable drawing, calculation, procedure, or record does not allow for verification. For differences, specify the proposed solution and the handling process.
What types of evidence must be correlated?
The technical component includes plans, measurements, calculations, and checks of infrastructure and equipment. The operational component includes the manual, procedures, inter-organizational agreements, maintenance programs, and implementation records.
The organization must be described through responsibilities, resources, and competencies. Verify that designated personnel, service contracts, and on-site conditions correspond to the documents. Identify differences before the inspection, not just in the response to findings.
How do you prepare for the inspection and closure of findings?
Organize the evidence in an easy-to-follow index and conduct an internal check on samples. Simulate the path of a requirement from the document to the on-site activity. Ensure access to relevant personnel and records for the inspected area.
For each finding, document the root cause, measure, responsible person, deadline, and proof of completion. Verify effectiveness before requesting closure. A change in the solution may affect other chapters of the demonstration and requires re-correlation.
What does the beneficiary receive and how to request a quote?
Deliverables can be defined as initial assessment, matrix, remediation plan, revised documents, and assistance for clarifications. Part-ADR.OR establishes the operator's responsibilities in the process; the consultant provides support, and the certificate is issued by the competent authority.
For quoting, submit the objective, the certified scope, available documentation, and open findings. Specify the timeline followed and any parallel work or changes for realistic planning of the necessary evidence.
